摘　　要：中国的生育水平长期低于群众生育意愿,积极生育支持政策应以目标群体的需求为导向,采取有效、可持续并根据需求变化能够灵活调整的措施,缩小生育意愿与现实之间的差距。本文从家庭和个体层面未满足的生育需求出发,以性别视角和赋权为框架,结合中国的发展特点,讨论以人民为中心的积极生育支持政策取向。China’s fertility rate has been lower than couples’ fertility desire for a long time, so the active childbearing support policy should be oriented towards the requirements of targeted group, take effective, sustainable and flexible measures in accordance with changes in demand, and to narrow the gap between fertility desire and reality. Starting from the unmet reproductive needs at the family and individual level, taking the gender perspective and empowerment as the framework, integrates China’s developmental characteristics, the article discusses the orientation of the people-centered active childbearing support policy.
