摘  要:氢燃料电池汽车产业作为江苏“产业强链”50条重点产业链之一,江苏省政府对其极为重视,但依旧面临着一些亟待解决的问题。本文为探究氢燃料电池汽车产业链上各企业之间的价值传递关系,基于调研数据构建了一种基于资源与价值传递关系的氢燃料电池汽车产业GERT网络模型,并对其进行计算分析,为江苏省有关部门的宏观调控提供有效的定量支持。研究结果表明:若政府选择该产业链上某一类型企业进行政策扶持时,建议优先选择燃料电池关键部件制造商;若政府选择价值参数(生产成本、技术研发投入、人力成本)其中之一进行政策扶持时,建议优先选择生产成本。As one of the 50 key industrial chains of Jiangsu’s “strong industrial chain”,the hydrogen fuel cell vehicle industry attaches great importance to it,but it still faces some urgent problems to be solved.In order to explore the value transfer relationship between enterprises in the hydrogen fuel cell vehicle industry chain,this paper constructs a GERT network model of hydrogen fuel cell vehicle industry based on the relationship between resources and value transfer based on the survey data,and calculates and analyzes it,so as to provide effective quantitative support for the macrocontrol of relevant departments in Jiangsu Province.The results show that if the government chooses a certain type of enterprise in the industry chain for policy support,it is recommended to give priority to the manufacturer of key components of fuel cells;If the government chooses one of the value parameters(production cost,technology R&D investment,labor cost) for policy support,it is recommended to give priority to production cost.
