SPS措施对中国农产品出口三元边际影响——基于中国对“一带一路”沿线国家农产品贸易数据的实证研究

摘　　要：卫生与植物检疫(SPS)措施是中国加入世贸易组织后农产品出口面临的主要非关税措施。本文基于CEPII BACI数据库2000—2017年中国对“一带一路”沿线34个国家农产品贸易数据,在测度农产品出口三元边际基础之上,利用引力模型从三维视角定量评估SPS措施对农产品贸易的影响。研究发现:“一带一路”沿线国家SPS措施对中国农产品出口的扩展边际和数量边际均产生抑制性,且对数量边际的抑制性更大,而对价格边际产生促进作用;高收入国家SPS措施对中国农产品出口的影响与前述结论一致,而中低收入国家SPS措施对中国农产品出口的影响主要体现在数量边际增长的抑制性上,对扩展边际和价格边际的影响不明显;该区域SPS措施对中国初级农产品出口影响同样与农产品总体回归结果一致,而对加工农产品出口影响表现为负面的数量边际增长效应,对扩展边际和价格边际影响不明显。Sanitary and Phytosanitary(SPS)measures are the main non-tariff measures for China's exports of agricultural products after its entry into the WTO.This paper is based on the CEPII BACI database of agricultural trade data of China to 34 countries along the“Belt and Road”from 2000 to 2017.On the basis of measuring the ternary margin of agricultural exports,this paper uses the gravity model to quantitatively assess the impact of SPS measures on agricultural trade from a three-dimensional perspective.The results show that the SPS measures of B&R countries have a negative effect on the extensive margin and quantity margin of China's agricultural exports,with a greater inhibitory effect on the quantity margin,but a positive effect on the price margin of China's agricultural exports.The findings of further study indicate that the effect of the SPS measures of B&R countries with high income is the same with that mentioned above,while the effect of the SPS measures of B&R countries with middle and low income is mainly reflected in the inhibition of quantity margin.In addition,the impact of SPS measures in this region on China's primary agricultural exports is also consistent with the overall regression results of agricultural products,while the impact on the export of processed agricultural products shows a negative growth effect on quantity margin and no obvious impact on the extensive margin and price margin.
