基于选择实验法的垃圾焚烧发电项目补偿偏好研究

摘　　要：面对垃圾焚烧发电项目建设引致的邻避冲突,相应的生态补偿政策实践和经验研究滞后。本文基于随机效应理论,选择实验方法,并选取补偿年限、项目距离、支付标准、补偿标准4个关键属性组合成选择集,模拟一个关于风险补偿的交易市场。然后,通过对河南省周口市鹿邑县刘庄社区120个家庭进行随机调研收集数据,实证分析发现:4个关键属性对居民补偿方案选择行为产生显著的正向影响,其中项目距离的风险比率最高。相对于政策缺失的现状,多数居民认为实施生态补偿可以改善其福利状况。在补偿标准方面,居民的平均补偿偏好为694.500元/年,平均意愿补偿年限为6.25年,平均意愿项目距离为1185米,平均可接受的垃圾输出区支付标准为78.704元/吨。据此,本文提出合理确定垃圾焚烧发电项目选址,明确补偿主体,因地制宜推动垃圾焚烧发电生态补偿政策。Faced with the escalation of NIMBY conflict caused by the construction of refuse incinerating power generation project,the corresponding practice and empirical research of ecological compensation policy lag behind.Based on the theory of random effects,this paper uses the selective experiment method to select four key attributes:compensation period,project distance,payment standard and compensation standard,in order to form a selection set and simulates a trading market about risk compensation.Based on the random survey of 120 families in Liuzhuang Community of Luyi County,this paper makes an empirical analysis and finds that these four key attributes have a significant positive impact on residents'selection behavior of compensation scheme,and the risk ratio of project distance is the highest.Due to the lack of policy,most residents believe that the implementation of ecological compensation can improve their welfare.In terms of compensation standard,the average compensation preference of residents is 694.500 yuan/year,the average willing compensation period is 6.25 years,the average willing project distance is 1185 meters,and the average acceptable payment standard of garbage export area is 78.704 yuan/ton.On these grounds,this paper puts forward the ecological compensation policy of selecting reasonable site of waste incinerating power generation project,clearing compensation subject,and promoting refuse incinerating power generation according to local conditions.
