存量规划背景下现代服务业集聚区更新规划研究——以重庆市渝中区为例

摘　　要：现代服务业集聚区是城市服务业转型发展的重要载体。在存量规划背景下,现代服务业集聚区的发展面临空间转型与扩展等需求。本文探讨了存量规划背景下现代服务业集聚区更新规划的途径,并以重庆市渝中区现代服务业集聚区更新规划为例,梳理渝中区产业集聚区发展过程和问题,提出现代服务业集聚区更新策略,以期为其他地区提供可借鉴的集聚区更新方法。Modern service industry cluster is an important carrier of urban service industry transformation and development.Under the background of stock planning,the expansion of service agglomeration is restricted,especially in big cities with high built-up area density,and urban construction land has tended to be saturated.Therefore,renewing the original industrial agglomeration space in the city has become a development trend of modern service agglomeration area.In the field of urban renewal,the renewal of service agglomeration is a relatively new research subject,and a complete renewal research system has not been formed yet.Based on this background,this paper briefly discusses the main problems faced by the renewal of modern service industry cluster and the corresponding renewal approaches,and takes the renewal planning of modern service industry cluster in Yuzhong District of Chongqing as an example,in order to provide reference for the subsequent research.At present,the research on moder n ser vice indust r y agglomeration area is mostly concent rated in the easter n developed cities such as Shanghai and Guangzhou,and the research on the less developed areas is relatively few.According to the existing studies,there are problems such as weak agglomeration effect and insufficient spatial quality construction in service agglomeration areas.Based on the problem orientation,this paper establishes the renewal framework system of modern service agglomeration under the background of stock planning,proposes that the renewal planning of agglomeration should firstly evaluate the industrial characteristics,spatial characteristics,development scale,development potential and other aspects of the development of agglomeration,comprehensively understand the development stage of agglomeration,and according to the process of industrial development from success to decline.The development stages of agglomeration areas are divided into growth stage,maturity stage and stagnation stage,and the regeneration types of agglomeration areas are
