摘　　要：本文基于北京市重点用能单位能耗“双控”工作实践,梳理分析工作成效及存在问题,结合国家“双碳”目标及能耗“双控”制度完善方案,提出建立差异化评价体系、增强总量管理弹性、聚焦减碳导向、加强基础能力建设等优化完善现有能耗“双控”管理机制的思路建议。Based on the practice of energy-saving target management of key energy-consuming units in Beijing,this paper analyzes the work results and existing problems,and puts forward some ideas and suggestions to optimize and improve the existing energy-saving and carbon-reduction management,such as establishing a differentiated evaluation system,enhancing the flexibility of total energy management,focusing on carbon reduction orientation,and strengthening basic capacity building,in combination with the requirements of the national peak carbon dioxide emissions carbon-neutral target and the assessment system reform of total energy consumption and energy intensity.
