摘　　要：完善产权保护、市场准入、公平竞争等市场经济基础制度是我国当前和今后一段时期构建高水平社会主义市场经济体制的一项重要工作。当前,世界处于百年未有之大变局,作为我国经济发展支柱产业之一的矿产资源产业也面临着深刻变革和转型。矿产资源产权交易制度是矿产资源合理配置的基础和前提,是我国矿产资源产业市场化改革和可持续发展的重要体现,也是实现经济高质量发展的内在要求和应有之义。因此,研究矿产资源产权交易制度对于矿产资源产业乃至社会经济发展具有重要的意义和价值。本文从政府职能界定和市场机制构建视角入手,进一步明确矿产资源产权交易制度的内涵,梳理我国矿产资源产权交易制度建设中存在的主要问题,清晰政府职能界定,健全市场机制,以立足新发展阶段、深化矿业市场化改革、合理配置资源、保障国家资源安全、促进高质量发展、全面提升自然资源领域治理体系和治理能力现代化建设水平。It is an important work to improve the basic system of market economy such as property rights protection,market access and fair competition to build a high-level socialist market economy system in the current and future period.Today's world is experiencing profound shifts unseen in a century.As one of the pillar industries of China's economic development,the mineral resources industry is also facing profound changes and transformation.The mineral resources property rights trading system is the premise and foundation of the rational allocation of mineral resources,is an important embodiment of China's mining market-oriented reform and sustainable development,is also the inherent requirement and due meaning of the high-quality development.Therefore,it is of great significance and value to study the mineral resources industry for the development of mineral resources industry and even social economy.From the perspective of the definition of the government functions and construction of the market mechanism,this paper further defines the connotation of the mineral resources property rights trading system,sorts out the main problems existing in the construction of the mineral resources property rights trading system in China,clearly defines the government functions,improves the market mechanism,in order to be based on the new development stage,deep the market-oriented reform of mining industry,allocate resources rationally,ensure national resource security,promote high-quality development,comprehensively improve the modernization of China's governance systems and governance capacity in the natural resources field.
