万历十七年耿定向申饬台纲与朝堂纷争  

Geng Dingxiang's Rectification of the Censorate's Rule and Court Disputes in the Seventeenth Year of Wanli Period

摘　　要：万历十七年六月,御史王藩臣弹劾巡抚周继未投揭至台,台长耿定向遂参劾藩臣并申饬台纲以泄忿意。由于此事发生在言路与内阁对峙日甚之际,因而定向此举在科臣看来是在逢迎辅臣、打压言路,而辅臣则将其视为整顿御史、管制言路的好机会,由此双方展开了一场新争论。尽管申饬台纲在朝廷高压下强制成功,但双方就御史奏劾要不要投揭至台始终未能达成一致,言路与辅臣间的根本矛盾亦因申饬台纲诏令的出台进一步激化。同时,纷争中双方在据理以争之外还往往旧怨重提,相互攻击,以至纷争时不时变成忿争。这种新仇旧恨一起算、公论与私意相交织的意气之争,不仅于朝政毫无裨益,导致争论双方两败俱伤的后果,给万历朝廷带来了显而易见的危害,亦给新的党争埋下了祸根。In June of the seventeenth year of the Wanli period,Censor Wang Fanchen did not submit the poster to censor-in-chief Geng Dingxiang when he impeached grand-coordinator Zhou Ji,so Geng Dingxiang impeached him and rectified the Censorate's rule in order to express his resentment.Because it happened when the remonstrant and the Cabinet were at daggers drawn politically,in the eyes of supervising secretaries,Geng Dingxiang's move aimed to curry favor with cabinet ministers and suppress censors while cabinet ministers regarded it as a good opportunity to regulate censors.Then it triggered a new bilateral conflict.Although the Court succeeded in rectifying the Censorate's rule with a heavy hand,the two sides didn't come to an agreement on if censors should submit posters to the censorin-chief when they impeached officials.The basic contradiction of both sides also became tense because of the imperial edict about the rectification of the Censorate's rule.At the same time,apart from legitimate disputes,both sides revived old grievances and assaulted each other,so that the conflict sometimes turn into resentment.The dispute with old scores and new hatred to settle as well as intertwining the governmental affairs and personal affairs,not only did no good to solve the court affairs,caused neither side's gains and brought prominent harm to the imperial court,but also set the scene for a new conflict.
