走向多元善治:我国大学内部治理现代化的应然样态——基于治理单元“权力”的视角

摘　　要：在中国式教育现代化的战略背景下,以“一流化”为战略导向的中国大学亟待发掘大学内部治理能力的核心地位,尤其是理性审视作为治理单元的权力配置问题。目前,中国大学的内部治理权力呈现出结构失衡化、边界模糊化、参与边缘化的特征。从国际层面来看,英美大学的内部治理权力功能的现实实践集中凸显了“多元治理”民主化特征和“权力制衡”分权化特征。“走向多元善治”将是中国大学内部治理权力优化的应有之义,科学的权力配置、不同权力的多元共治、明晰的权力边界、避免治理的脱序化乃是现代化大学内部治理的必由之路。China’s universities with "first-class" as the strategic orientation urgently need to explore the core position of university internal governance capability,especially rationally examine the power allocation as a governance unit.At present,the internal governance power of universities in China is characterized by unbalanced structure,blurred boundary and marginalized participation.From an international perspective,the performance of the internal governance power function of British and American universities highlights the characteristics of democratized "pluralistic governance" and decentralized "power checks and balances"."Towards multi-governance" will be the proper meaning of optimizing the internal governance power of universities in China.Scientific power allocation,multi-governance of different powers,clear power boundaries,and avoiding the disorder of governance are the proper and inevitable way for the internal governance of modern universities.
