摘 要:针对近年来城市洪涝灾害频发问题,以长沙市龙王港流域为例,基于城市降雨、排水管渠、水工设施、河网、下垫面及地形等现状数据,利用ArcGIS和MIKE工具构建一维管网水动力模型、一维河网模型以及二维地表漫流模型,耦合成MIKE FLOOD内涝模型。根据1年一遇、2年一遇、3年一遇、5年一遇4种不同短历时降雨条件,对现状管网排水能力进行动态模拟与分析;并根据积水深度、积水时间和积水范围等资料,采用情景模拟评估法,针对不同降雨重现期及不同边界水位情景,进行流域内涝风险评估与区划。结果表明,排水能力不满足3年一遇的管道占比约48.70%,管渠设计标准偏低,流域内涝风险较高。在此基础上,提出了“径流控制、排水系统改造、河道整治、内涝点治理、智慧排涝管理”的系统化排水防涝规划方案,经评估该规划方案满足了流域50年一遇的防涝标准,可为其他城市的排水防涝规划及管理提供参考。The frequent occurrence of urban floods in recent years are studied in this paper. Taking Longwanggang basin in Changsha City as an example, based on the current data of urban rainfall, drainage pipelines, hydraulic facilities, river network, underlying surface and terrain, MIKE FLOOD waterlogging model was established by coupling of a one-dimensional pipe network hydrodynamic model, a one-dimensional river network hydrodynamic model and a two dimensional surface flood module, which were built with ArcGIS and MIKE tools. The drainage capacity of current pipe network was dynamically simulated and analyzed by different short duration scenarios of once,2-year, 3-year and 5-year. According to the data of water-emerging depth, hydrops time and areas, the risk assessment and division of waterlogging in the basin was carried out by scenario simulation evaluation method under different rainfall return periods and river boundary water level scenarios. The simulation results show that 48.70% of pipelines didn’t meet the drainage capacity requirement of once every three year. The design standard of pipelines was relatively low and the risk of waterlogging was high. The systematic drainage and waterlogging prevention planning scheme of “runoff control, drainage system reconstruction, river renovation, waterlogging sites treatment and intelligent drainage management” was proposed, which can meet the regional drainage and waterlogging prevention requirements of once every fifty year design rainstorm and provide reference for drainage waterlogging planning and system management in other cities.
