摘　　要：某县基层用水组织建设按照“政府引导、农民自愿、依法登记、规范运作”的原则,鼓励发展农民用水自治、专业化服务、水管单位管理和用户参与等多种形式的终端用水管理模式,支持农民用水合作组织规范组建、创新发展,并充分发挥其在供水工程建设管理、用水管理、水费计收等方面的作用。某县基层用水组织建设改革区域做到农民用水合作组织管理全覆盖。In accordance with the principle of guided by the government, voluntary by farmers, registered according to law and standardized operation, the construction of grassroots water use organizations in a County encourages the development of various forms of terminal water use management modes, which include water autonomy for farmers, professional services, water management unit management and user participation. In addition, the standardized establishment and innovative development of farmers’ water use cooperative organizations are supported. The roles of farmers’ in water supply project construction management, water use management,water fee collection and other aspects are full given. It has achieved full coverage under the management of farmers’ water cooperative organizations inthe county grassroots water organization construction reform area.
