基于时序全局主成分分析的江西省地级市中医药医疗服务能力比较

摘　　要：目的科学客观评价江西省地级市中医药医疗服务能力水平。方法主要运用时序全局主成分分析法,开展江西省地级市中医药医疗服务能力比较研究。结果2015—2018年,江西省各地级市中医药服务能力波动上升:3个地级市中医药服务能力得分一直保持正向增长,其他8个地级市至少一年有负增长,但最终得分均保持正增长;排名基本保持不变:南昌等4个地级市中医药医疗服务能力排名一直稳定,其他排名变化均不超过1位;最终得分差异较大:排名第一的南昌,综合得分最低为1.71,而排名最低的新余市,最高得分仅为-1.54。结论各级政府的重视和投入直接提升了中医药服务能力,区域卫生规划的制度刚性决定了各地级市能力排名稳定性,资源配置不均导致各地级市能力差异较大。应进一步加大中医药投入,优化中医药发展规划,统筹全省中医药资源配置。Objective To scientifically and objectively evaluate the level of Traditional Chinese Medicine(TCM)service ability of prefecture-level cities in Jiangxi province.Methods A comparative study on TCM service ability of prefecture-level cities in Jiangxi province was carried out by using time series analysis and all-around principle component analysis(PCA).Results From 2015 to 2018,the fluctuation of TCM service ability of all prefecture-level cities in Jiangxi province increased:the scores of TCM service ability of three prefecture-level cities maintained positive growth,while the scores of other eight prefecture-level cities maintained negative growth in one year at least,but the final scores all maintained positive growth.The ranking almost remains unchanged:The ability ranking of four prefecture-level cities,including Nanchang,has been stable,while the change of other rankings is no more than one place.The final scores varied widely among the 11 cities:Nanchang,which ranked first,had a lowest composite score of 1.71,while Xinyu,which ranked lowest,had a highest score of-1.54.Conclusion The attention and investment of governments at all levels have directly improved the service capacity of TCM.The rigidity of regional health planning system determines the stability of the ability ranking of prefecture-level cities,and the uneven allocation of resources leads to great differences of the ability among prefecture-level cities.The investment in TCM should be further increased,the development plan of TCM should be optimized,and the allocation of TCM resources in the whole province should be integrated.
