汽车产业政策的发展变迁与央地联动——基于政策文本的分析

摘　　要：合理的产业政策是促进国民经济健康发展、推动经济内循环和建设全国统一大市场的重要着力点。汽车产业已成为中国的支柱产业之一,制定符合经济规律和社会状况的产业政策,对于全国汽车产业发展和长期经济增长具有积极的作用。基于1980—2021年中国中央政府与地方政府出台的所有汽车产业政策,发现中国的汽车产业政策分阶段变迁、渐成体系,并且地方政府的汽车产业政策与中央政府的汽车产业政策具有明显的联动性,地方汽车产业政策随着中央汽车产业政策的走向而迅速调整并落实了中央政府的大部分规定。然而,地方政府对于扶持本地汽车产业有明显的偏好。在构建统一大市场的新发展格局下,各级政府应着力构建地区间协调发展的汽车市场,积极出台促进全国汽车市场一体化发展的各项政策,充分发挥汽车产业在国民经济建设中的重要作用。A reasonable industrial policy is important to promote the healthy development of the national economy,realize market integration and promote the internal circulation of the economy.How to formulate auto industrial policies that conform to economic laws and social development status quo is of great significance to the development of the national auto industry,which is one of China’s pillar industries.Based on all the auto industry policies issued by the central and local governments from 1980 to 2021,this study analyzes the development and change of China’s auto industry policies.The results show that the local auto industry policy and the central auto industry policy are linked,and the local auto industry policy quickly adjusts with the direction of the central auto industry policies and implements most of the central government’s regulations.However,local governments have a more pronounced preference for supporting the local auto industry.Under the requirement of building a unified large market,governments at all levels should focus on building a unified automobile market,actively introduce various policies to promote the integration of the automobile market,and give full play to the mainstay role of the automobile industry in market integration.
