公立医院临床一线三重一大集体决策监督模式的实践探索

摘　　要：目的探索临床一线“三重一大”集体决策监督模式,进一步完善公立医院纪检监督体系。方法修订相关制度,明确“三重一大”事项范畴和议事规则;构建纪监干事队伍,延伸纪检监督职能;开展智慧“云监督”,优化工作流程。结果通过纪监干事的日常监督和汇总反馈,医院纪检监察部门实现了对临床一线“三重一大”集体决策执行情况的监督。结论医院纪检监察部门应发挥专责监督作用,确保“三重一大”集体决策制度在临床一线的有效执行,打通院内全面从严治党的“最后一公里”,促进医院高质量发展。Objective To investigate the supervision on"Three Importants and One Major"decision-making mode in clinical departments and further optimize the disciplinary inspection and supervision system in a public hospital.Methods We amended the relevant policies to clarify the scope of the"Three Importants and One Major"issues and the rules of discussion procedures.A team of disciplinary supervision officers was established to extend disciplinary inspection and supervision functions.Also,an intelligent"cloud supervision"system was introduced to optimize workflows.Results Based on the daily supervision and feedback performed by disciplinary supervision officers,the disciplinary inspection and supervision department achieved the supervision on the implementation of"Three Importants and One Major"decision-making processes in clinical departments.Conclusions The disciplinary inspection and supervision department should play a key role in supervising the implementation of"Three Importants and One Major"decision-making processes in clinical departments,so as to open up the"last mile"of the full and strict governance over the Party and promote the highquality development of public hospitals.
