摘 要:为进一步提升水利工程安全监测水平,深入剖析了水利工程全生命周期各阶段安全监测工作常见问题,系统梳理出传统安全监测设计缺乏风险理念、安全监测系统鉴定不规范等20类典型问题。从专业监管的角度,提出7条对策建议,如建立安全监测重要成果专家审查工作机制,对安全监测设计审查、招标流程、质量检验、项目验收和系统鉴定环节加强监管等,以切实提高水利工程安全监测工作管理水平,更好应对水利工程安全风险管控难题。Through in-depth analysis of the common problems of safety monitoring in all stages of the whole life cycle of Hydraulic engineering,20 typical problems were systematically sorted out,such as the lack of risk concept in traditional safety monitoring design and the nonstandard identification of safety monitoring system etc.And 7 countermeasures were put forward from the perspective of professional supervision,such as establishing the mechanism of expert review of important achievements of safety monitoring,strengthening the supervision of safety monitoring design review,bidding process,quality inspection,project acceptance and system identification,etc.,which can effectively improve the management level of hydraulic engineering safety monitoring and better deal with the problems of hydraulic engineering safety risk control.
