基于时效性变权的TOPSIS学术期刊评价方法研究

摘　　要：[研究目的]学术期刊的时效性非常重要,目前缺乏基于时效性激励的评价指标体系与评价方法,提出时效性变权的TOPSIS评价方法以解决这个问题。[研究方法]基于变权的思想,提出时效性变权调节函数,针对时效性较好的期刊,对被引半衰期和引用半衰期提高权重,对办刊历史较短期刊的总被引频次与下载量降低权重,提出变权TOPSIS评价方法,并基于图书馆情报与文献学CSSCI期刊,采用中国知网的引文数据进行实证。[研究结论]研究发现:必须重视学术期刊的时效性及其关联因素;变权TOPSIS是一种有效的重视期刊时效性的评价方法;变权TOPSIS也可以用于其他期刊特色评价;应注重期刊特色与期刊总体水平的平衡。[Research purpose]The timeliness of academic journals is very important.At present,there is a lack of evaluation index systems and evaluation methods based on timeliness incentives.This paper gives timelines incentives TOPSIS method to solve this problem.[Research method]Based on the idea of variable weight,this paper proposes a time-dependent variable weight adjustment function.For journals with better timeliness,the weight of cited half-life and citing half-life is increased,and the weight of total citation frequency and download volume of journals with a short history is reduced.Proposed a variable weight TOPSIS evaluation method,and based on the library information and philology CSSCI journals,using the citation data of CNKI for empirical research.[Research conclusion]The timeliness of academic journals and its related factors must be paid attention to;TOPSIS with variable weight is an effective evaluation method that emphasizes the timeliness of journals;TOPSIS with variable weights can also be used for the evaluation of characteristics of other journals;Attention should be paid to the characteristics of the journal and the horizontal balance of the overall journal.
