基层水管单位推行水利工程标准化管理的有关思考

摘　　要：通过梳理近几年基层水管单位推行标准化管理的实践情况,从职工思想、工程特点、资金支持、长效管理机制等方面,找到了基层水管单位标准化管理中存在的共性问题。针对上述问题,本文提出坚持问题导向、实施标准化管理“积分制”、以“河长制”理念推行标准化管理等措施和建议,以期为基层水管单位实现高质量发展、标准化管理提供助力,为其他基层水管单位推行水利工程标准化管理提供参考和借鉴。By combing through the practice of standardized management of grassroots water conservancy project management units in recent years,the common problems existing in the standardized management of of grassroots water conservancy project management units are found from the aspects of staff thinking,engineering characteristics,financial support,long-term management mechanism and so on.In view of the above problems,this paper puts forward measures and suggestions such as adhering to problem-oriented,implementing the“points system”of standardized management and implementing the concept of“river chief system”,in order to provide help for the grassroots water conservancy project management units to achieve high-quality development and standardized management,and to provide reference for other grassroots water conservancy project management units to implement the standardized management of water conservancy projects.
