开放获取对农业科技文献出版及资源建设经费使用的影响分析——以中国农业科学院为例

摘　　要：在农业科学领域,开放获取不仅促进了农业科技领域的知识共享与知识利用,也推动了农业科学文献资源建设模式的变革,同时也对农业科技文献出版的经费模式产生冲击。在开放获取环境下,订阅费和论文加工费成为文献资源建设的两大经费支出来源,分别由文献资源服务机构和作者支付。基于ScienceDirect数据库,通过分析不同出版模式下年度发文情况及趋势,配合中国农业科学院在该数据库的开放获取(Open Access, OA)发文情况,探索开放获取对农业科技文献出版及其经费使用情况的影响,以期助力实现农业领域科技期刊开放出版模式的可持续发展。研究结果表明,OA出版模式对于学术期刊发展及文献资源建设经费实际使用情况产生积极影响,但也存在论文加工费持续走高导致科研机构不堪重负的风险。据此,建议国家和学术共同体加强农业领域开放获取发表论文的宣传激励,科研机构可积极与出版社进行定价协商,遏制出版费用的飞速上涨。In the field of agricultural science, open access(OA) not only promotes the sharing and utilization of knowledge in the field of agricultural science and technology, but also promotes the transformation of the construction mode of agricultural science literature resources, and also has an impact on the funding mode of agricultural science and technology literature publishing. In the open access environment,subscription fees and paper processing fees have become two major sources of expenditure for the construction of documents resources, which are paid by the document resources service institutions and authors respectively. Based on the ScienceDirect database, by analyzing the annual publishing situation and trend under different publishing modes, cooperating with the OA publishing situation of the Chinese Academy of Agricultural Sciences in this database, the impact of open access on the publishing of agricultural scientific and technological documents and the use of funds was explored, so as to help to realize the sustainable development of the open publishing mode of agricultural scientific and technological journals. The research results showed that the OA publishing mode has a positive impact on the development of academic journals and the actual use of the funds for the construction of literature resources, but there is also a risk that the processing costs of papers continue to rise, which makes scientific research institutions overwhelmed.Accordingly, it was suggested that the State and the academic community should strengthen the publicity and incentive of open access to published papers in the agricultural field, and scientific research institutions can actively negotiate with the publishing house on pricing to curb the rapid rise of publishing costs.
