省域内物理治疗与康复类医疗服务项目价格水平研究——基于广东省21个地市的比较分析

摘　　要：[目的]比较自药品耗材零加成以来,广东省各地市物理治疗与康复类医疗服务项目价格调整情况,对比19项康复医疗项目价格水平,为科学制定康复类服务项目价格提供政策依据。[方法]收集广东省21个地市康复类医疗服务项目价格,通过平均值、极值、变异系数等指标,逐一进行目录和项目价格匹配,对比价结果进行比较和归类分析。[结果]广东省康复医疗服务价格项目规范持续优化;省域内地市间项目价格调整实践差异较大,进程不一,数量、调幅等存在差别;类别间项目价格比价不合理;医疗服务项目平均价格与人均可支配收入及医疗收入不相关。[结论]建议持续规范医疗服务价格项目,加强省域内价格管理;完善及落实新增医疗服务项目管理办法;建立区域性康复类医疗服务价格比较机制;建立价格调整与医保衔接机制,探索病种支付方式改革。Objective To compare the price adjustment of physical therapy and medical rehabilitation services in various cities in Guangdong Province under the policies of zero mark-ups on drugs and consumables, and to compare the price of 19 medical rehabilitation services to provide reference for scientifically formulating price policies for rehabilitation services.Methods Prices of medical rehabilitation services were collected in 21 cities in Guangdong Province. By average value, extreme value, coefficient of variation and other indicators, the catalog and price of services were matched one by one to compare, classify and analyze results of price comparison.Results In general, the price standards of medical rehabilitation services in Guangdong Province have been optimized continuously. But the adjustment of services price and progress varied greatly in various cities of Guangdong. There were differences in quantity and adjustment range. The price comparison between categories was unreasonable. The average price of medical services had no correlation with per capita disposable income and medical income.Conclusions It is recommended to improve the price standards of medical services continuously and strengthen price management within province. Regulations of new medical services should be improved and implemented. Price comparison mechanisms of regional medical rehabilitation services should be established. Mechanisms for linking price adjustments with medical insurance should be established and to explore reform of payment methods for diseases.
