农村全民健身场地设施建设用地的供需矛盾与供给侧改革研究

摘　　要：运用文献研究法、逻辑分析法等研究方法,对农村全民健身场地设施建设用地的供需矛盾及其生成原因进行研究,以期为其供给侧改革提供理论参照。研究发现,农村全民健身场地设施建设用地的供需矛盾主要表现在建设用地总量、建设用地政策、建设用地制度、建设用地质量、建设用地市场等供给不足与需求加大之间的矛盾;其生成原因主要在于城乡建设用地增减挂钩政策的执行偏差,体育用地政策部门协同制定的参与度不足,体育建设用地优先保障制度的建立滞后,农村建设用地节约集约利用的意识缺乏,地方推动农村建设用地入市的意愿不强。进一步研究表明,农村全民健身场地设施建设用地供给侧改革应从完善建设用地增减挂钩政策,保障农村体育建设用地总量;促进用地政策部门协同参与,打破体育建设用地政策壁垒;强化体育用地优先保障供给,建立体育建设用地配套制度;加强农村土地节约集约监管,提高农村体育建设用地质量;推动农村建设用地入市进程,加快构建农村建设用地市场等路径着手推进。Comprehensive use of literature research,logical analysis and other research methods to study the contradiction between the supply and demand of the construction land for national fitness facilities in rural areas and the reasons for its generation,in order to provide a theoretical reference for its supply-side reform.The study found that the contradiction between the supply and demand of the construction land for the construction of national fitness facilities in rural areas is mainly manifested in the contradiction between the total amount of construction land,construction land policy,construction land system,construction land quality,construction land market,etc.,and the increase in demand;the main reasons are the deviations in the implementation of the policy linking the increase and decrease of urban and rural construction land,insufficient participation in the coordinated formulation of sports land policy departments,lagging in the establishment of the priority guarantee system for sports construction land,lack of awareness of the economical and intensive use of rural construction land,and local promotion of rural construction land entering the market,the will is not strong.Further research believes that the supply-side reform of the construction land for the construction of national fitness facilities in rural areas should start with the improvement of the policy linking the increase and decrease of construction land to ensure the total amount of rural sports construction land;promote the coordinated participation of land policy departments to break the policy barriers of sports construction land;strengthen the priority protection of sports land supply,establish a supporting system for sports construction land;strengthen intensive supervision of rural land conservation,improve the quality of rural sports construction land;promote the process of rural construction land entering the market,and accelerate the construction of rural construction land market.
