摘　　要：政府与社会资本合作(PPP)模式在通用机场建设领域的应用有效缓解了地方政府财政压力,并为社会资本提供了进入航空领域的渠道。通用机场PPP项目绩效评价体系研究可为通用机场PPP项目的规范运行提供理论指导。从建设质量、资本利用、成本控制、管理效能和收益效果等5个维度构建了通用机场PPP项目绩效评价体系,应用层次分析法进行指标权重分析;以H通用机场项目为研究案例,应用模糊评价法验证了通用机场PPP项目绩效评价体系的有效性。The application of PPP model in the field of general airport construction effectively alleviates the financial pressure of the government and provides a channel for social capital to enter the aviation field. The research of the performance evaluation system of general airport PPP projects can provide theoretical guidance for the standard operation of general airport PPP projects. This paper constructs the performance evaluation system of general airport PPP project from the perspective of construction quality,capital utilization,cost control,management efficiency and beneficial results. Then,uses the analytic hierarchy process to analyze the index weight,and applies the fuzzy evaluation method to verify the effectiveness by taking H General Airport as a case study.
