摘  要:现有城乡建设用地利用中关于增减挂钩指标与计划指标的设计和实践,忽略了两类指标间的冲突。城市挂钩指标与计划指标双轨运行无法充分发挥统一市场配置资源的效率优势,应将增减挂钩建新区的建设用地指标与新增建设用地计划指标相统一,将增减挂钩拆旧区宅基地复垦增加的补充耕地指标与土地整治补充耕地计划指标相融合,在全国范围内形成统一的建设占用耕地占补平衡指标市场,提高建设占用耕地占补平衡的效率,降低城市化的成本。In the existing use of urban and rural construction land,the design and practice of the increase and decrease linked indexes and the planned indexes ignore the conflicts between the two types of indexes.The dual-track operation of the urban increase and decrease linked indexes and the planned indexes cannot fully give play to the efficiency advantage of the unified market in resource allocation.The construction land indexes for constructing new districts,which are included in the increase and decrease linked indexes,should be unified with the planned indexes of new construction land.The supplementary indexes of farmland increased by reclamation land from house sites in old districts,which are included in the increase and decrease linked indexes,should be integrated with the planned indexes of supplementary farmland through land consolidation.A nationwide unified market of requisition-compensation balance indexes of farmland occupied for construction should be formed to improve the efficiency of the balance between farmland and land for construction and reduce the costs of urbanization.
