摘　　要：当前,国际上霸权主义、单边主义、贸易保护主义、民粹主义、“中国威胁论”频频抬头,大国地缘政治博弈日趋激烈。我国面临的各种自然性、人为性、自然与人为复合性外部非传统安全风险与挑战越来越多。人类社会互联共存、互依共生、互济共享,各国利益互镶、安全互保,各种非传统安全更多表现为跨国性的公共安全与人类安全。新时期,我们需要从中国古代“和合主义”思想文化里汲取智慧,更需要与时俱进,以总体国家安全观为指导,树立全球安全、全球发展与人类命运共同体理念,加强国际合作,建立“安全互保、风险共担、命运共同”机制,推进国际社会的和合共治;对故意、蓄意、恶意与敌意破坏和侵犯我国家利益、威胁我国家安全的行为,我们也需要敢于斗争和善于斗争,采取反制和反击措施,才能有效维护和塑造我国总体国家安全。At present, hegemonism, unilateralism, trade protectionism, populism and the “ China threat” theory are frequently mentioned in the world. Furthermore, the geopolitical game of major powers is becoming increasingly fierce. China is facing more and more external non-traditional security risks and challenges from of natural, artificial, both natural and artificial complexity. Human society is interconnected, interdependent, symbiotic, and mutually beneficial. The interests of all countries are intert-wined,thus, national security is mutually guaranteed. All kinds of non-traditional security are more transnational than before. In the new era, we need to draw wisdom from the ancient Chinese “peace-cooperationism”ideology and culture, and more importantly, we need to keep pace with the times, under the guidance of “a holistic view of national security”, cultivate a sense of a community of global security, global development and a shared future;strengthen international cooperation;establish a mechanism of “mutual security,sharing risk, and common future” as well as promote harmonious and benign governance of the international community;In order to effectively maintain and shape China’s overall national security, we also need to fight against the acts that deliberately and maliciously violate our national interests or threaten our national security.
