界面、控制、决策权三维构成的平台治理:一个理论体系

摘　　要：有别于传统的科层组织,平台以其多主体参与、跨边网络效应的典型特征,被赋予结构复杂性与行为复杂性的独特属性,而平台治理则是应对两种复杂性的有力工具,有利于充分发挥平台的架构优势,促进多主体参与的价值共创。立足平台生态系统、平台治理与网络治理的相关文献与理论观点,从界面规则、控制组合、决策权配置三个维度建构平台治理理论框架,并对每个维度上的治理方式与手段进行类型化分析,据此形成了“界面-控制-决策权”的整合性平台治理理论体系。Different from the traditional hierarchical organization, platform, with its typical features of multi-agent and cross-border network effect, is given unique attributes of structure complexity and behavior complexity. Platform governance, as a powerful tool to deal with the two complexities, can be conducive to take the advantage of platform architecture, and promote the value co-creation of multi-agents.Based on the relevant research literatures and theoretical viewpoints of platform ecosystem, platform governance and network governance, this paper constructs the theoretical framework of platform governance from three dimensions of interface rules, control portfolio and decision-making rights allocation, and classifies the governance modes and means in each dimension. Based on this, an integrated platform governance mechanism of “interface-control-rights” is formed.
