风貌与发展语境下潮州古城民居商业改建的现状与矛盾

摘　　要：以2012年国家历史文化名城保护规划为基础的古城风貌保护与发展,是潮州“十二五”城市经济发展战略的组成部分。近年来在商业旅游带动下,古城腹地历史文化街区中传统民居商业改建情况不断增加。名城规划中所涉案例在改建使用、业态植入、开放程度和营业时段多方面数据的统计分析,在说明倚赖民居风貌是古城街区内部商业化客观现实的同时,也显示了其实际改建运营中存在错位和矛盾。改建案例的绘制、解读,从空间细节上揭示了这些问题的来源——当地风貌保留原样前提下转接商业功能的思路,令民居在保护与利用上处境两难。风貌保护不是一个孤立命题,对其开发也非“旧瓶装新酒”,要在古城发展的具体背景下务求清晰和准确。The protection and development of Chaozhou historical city based on protection planning of national fa-mous historic and cultural city 2012 is an integral part of“12th Five Year Plan”.In recent years,driven by commer-cial tourism,the reconstruction of traditional folk houses in historical blocks has been increasing.Statistical analysis of data on reconstruction proportion,commercial types,spatial openness degree and business hours of related cases,shows not only that relying on the traditional style of folk houses is the reality of the commercialization of his-torical city block,but contradictions in the reconstruction and management.The drawings and interpretation of sev-eral cases reveal these problems come from the strategy of transferring functions with keeping the local style as it was,which makes it difficult for both protection and develop-ment.Historic features protection and urban development are not isolated from each other.The strategy for both sides should be more precise and accurate.
