摘　　要：抽水蓄能电站具有调峰、调频、备用等功能,在保障系统安全、消纳新能源中发挥关键作用。本文分析了抽水蓄能电站造价变化趋势并探寻主要影响指标,计算各项指标对明细投资的影响程度。然后,梳理抽水蓄能电站价格机制演变历程,基于国家发展改革委印发的《关于进一步完善抽水蓄能价格形成机制的意见》,分别构建电量电价盈利测算模型和容量电价定价测算模型。实证分析表明:在现货市场中以竞争方式形成电量电价,收益与风险并存;该容量电价定价模型测算电价真实反映了电站经营成本,并且随着输配电价监管周期滚动调整。基于研究结论,应在进行抽水蓄能电站规划时,多方面控制造价水平;严格落实两部制电价政策,激励与约束并存;加强抽水蓄能电站与电力市场衔接机制,明确电站参与各市场的交易机制。Pumped storage power plants have the functions of peak shaving, frequency modulation and standby, and play a key role in ensuring system safety and absorbing new energy. This paper analyzes the change trend of the cost of pumped storage power stations, explores the main impact indicators, and calculates the impact of each indicator on the detailed investment.Then, combing the evolution of the price mechanism of pumped storage power plants, based on the Opinions on Further Improving the Price Formation Mechanism of Pumped Storage Power Plants issued by the National Development and Reform Commission, the electricity price profit calculation model and the capacity price calculation model are constructed respectively.The empirical analysis shows that the electricity price is formed by competition in the spot market, and the benefits and risks coexist;The electricity price calculated by the capacity electricity price pricing model reflects the operation cost of the power station, and is adjusted in a rolling manner with the transmission and distribution electricity price supervision cycle. Based on the research conclusion, the cost level should be controlled in many aspects during the planning of pumped storage power plants;Strictly implement the two-part electricity price policy, with incentives and constraints coexisting;Strengthen the connection mechanism between pumped storage power stations and the electricity market, and clarify the trading mechanism of power stations participating in various markets.
