摘　　要：通过文献研究法,构建政府应急物资采购全流程,对应急物资采购前阶段、采购过程及采购后的管理问题进行全面梳理,提出当前政府应急物资采购在三大阶段六大关键程序中成本控制存在的问题,并在详细梳理学者提出的有关采购方式、采购量价模型的基础上,提出基于总拥有成本理论下政府应急物资采购成本效率提升的可行方法和建议。The whole process of government emergency material procurement is constructed by researching literatures,and the management problems in the pre-procurement stage,procurement process and post-procurement stage of emergency materials are comprehensively analyzed to put forward the current problems of government in cost control of emergency material procurement in the three major stages and six key procedures.Furthermore,feasible methods and suggestions for improving the cost efficiency of government emergency material procurement are also put forward based on the total cost of ownership theory by teasing out the relevant procurement methods and procurement volume-price models proposed by scholars in detail.
