摘 要:为了分析我国水运航线关键航点安全效益,采用模型DEA与包络面和TOPSIS排序相结合的方法,在考虑负收益投资变量前提下,构建水运航线关键航点安全效益评估模型,分别对16个关键航点运河或海峡安全效益值进行计算,并对收益投资效益值进行比较和分析。分析结果表明,中国到美国东部和西部水上航道关键航点安全效益最高,中国到欧洲水上航道关键航点安全效益最差。最后建议我国增大收益投资投入,通过加强国际合作和建设强大的海军、海警海外执法力量,为我国水运航线畅通提供保障。In order to analyze the safety benefits of key destinations of waterway routes in China, the safety benefit evaluation model is constructed by combining model DEA with envelope surface and TOPSIS ranking, and the safety benefit values of 16 key destinations of canals or straits are calculated respectively, and the benefit values of income investment are compared and analyzed. The results show that the safety benefit of the key point of the waterway from China to the east and west of the United States is the highest, while that from China to Europe is the lowest. Finally, it is suggested that China should increase the income investment and provide guarantee for the smooth flow of waterway routes in China by strengthening international cooperation and building a strong overseas law enforcement force of the navy and maritime police.
