基于“一动力三循环”的医疗管理和“一抓二建”工作方法在医疗援藏中的应用效果

摘　　要：医疗援藏是国家援藏工作中的重要一环,其工作质量关系藏区同胞的切身幸福感和安全感,对西藏地区稳定和发展有重要意义。本文以支援的西藏昌都市妇幼保健院为例,紧紧围绕“建设好昌都市妇幼保健院”的目标,基于“一动力三循环”管理模式,从动力源、决策环、创新环及目标环等方面着手,探索并提出“一抓二建”的工作方法,力求提升医疗援藏工作质量,为新时代医疗援藏工作提供借鉴。Medical aid to Tibet is an important part of the national aid to Tibet.The quality of its work is related to the immediate wellbeing and sense of security of the compatriots in Tibetan areas,which is of great significance to the stability and development of Tibet.By taking the supported Changdu maternal and child health hospital in Tibet as an example,closely focusing on the goal of“building Changdu maternal and child health hospital well”,based on the“one power three circulation”based management model,and from the aspects of power source,decision-making ring,innovation ring and target ring,this article explored and put forward the working method of“one grasp and two construction”in order to improve the quality of medical assistance to Tibet and provide a reference for medical assistance to Tibet in the new era.
