蒙藏院总裁贡桑诺尔布日常工作研究——兼论民国时期民族交往交流交融历史进程

摘　　要：蒙藏院(其前身为蒙藏事务局)是民国时期管理少数民族事务的中央政府直属机构,在治理边疆民族事务方面起到了独特的作用。贡桑诺尔布作为蒙藏院总裁,为北洋政府效力近十六载,是民国时期边疆民族治理的重要参与者与规划者。从民国时期报刊资料入手,结合档案、公函等史料,分类研究贡桑诺尔布的日常工作内容,探讨贡桑诺尔布在民国边疆治理中的作用,厘清贡桑诺尔布在这一历史时期为民族地区稳定与发展所做的努力与贡献。Mongolia-Tibet Affairs Department(formerly known as the Bureau of Mongolian and Tibetan Affairs)is the central agency of the Republic of China government to manage the affairs of ethnic minorities,the Mongolia-Tibet Affairs Department played a unique role in the management of ethnic affairs in the border areas.As the president of the Mongolia-Tibet Affairs Department,Güngsangnorbu served the republican government for nearly sixteen years and is a important participant and planner in the governance of the border ethnic groups during the republican period.This paper intends to classify and study the daily work content of Güngsangnorbu,starting from the newspapers and periodical materials of the Republic of China,combined with archives,official letters and other historical materials to dig into the role of Güngsangnorbu in the border governance of the Republic of China,and to clarify the efforts and contributions of Güngsangnorbu to the stability and development of ethnic regions in this historical period.
