辽东绿色经济区投融资:供求、障碍与对策

摘　　要：辽东绿色经济区是辽宁推进“一圈一带两区”区域协调发展的重要组成部分。绿色经济区因其自然资源禀赋而被定位于生态功能区,又因其经济禀赋需要产业升级转型。运用文献研究法和比较分析法,从绿色经济区建设资金的供求分析入手,提出辽东绿色经济区投融资建议:普惠制的投融资方案包括对影响部分居民基本生活保障的项目提供转移支付方案;在分布广、占用资金额度较小的项目或企业设立政策性担保或政策性保险方案;竞争性的投融资方案包括在可量化测算减排量的园区、项目或企业设立财政奖补方案;在经营风险性较高的产业与项目中引入产业投资基金投融资方案。The Green Economic Zone of eastern Liaoning province is an essential part of the coordinated development of“One circle,one belt,two regions”in Liaoning province.Therefore,the green economic zone located in the ecological function zone because of its natural resource endowment,and because its economic endowment needs industrial upgrading.This paper analyzes the investment and financing situation of the green economic zone by usinga literature study and comparative study.Then,some suggestions on investment and financing of the Green Economic Zone in Liaodongare put forward:The Scheme of inclusive finance includes the transfer payment scheme for the projects that affect the basic living security of some residents;set up policy guarantee or policy insurance scheme in widely distributed projects or enterprises which occupy a smaller amount of funds;competitive investment and financing schemes include setting up financial incentive and subsidy schemes in parks,projects or enterprises where emission reductions can be quantified;and introducing industrial investment fund investment and financing schemes in industries and projects with higher operational risks.
