新型农业经营主体设施农用地政策执行问题与对策研究

摘　　要：随着我国农业现代化的发展,新型农业经营主体已经成为推动农业现代化的主力军,由于其规模化经营的程度稳步提高,对生产和辅助性设施农用地使用提出了新要求。文章从耕地红线、生态红线、粮食安全底线角度,分析新型农业经营主体的设施农用地在政策执行中出现的问题。采用文献分析法、田野调查法,以安徽省H区新型农业经营主体为调查对象,对其设施农用地政策执行中出现的问题进行分析。结果发现,设施农用地在实践应用中存在用地供需不平衡、布局零散、标准不清晰和监管缺位等问题。针对问题提出相关建议和对策,包括统筹引导、进行差别化管理、做好用地监督、拓展协同合作等,从而在遵循有关制度的前提下,有效保障新型农业经营主体的农业管理需求,提升其经营能力。With the development of China’s agricultural modernization, the new agricultural business entities have become the main force to promote agricultural modernization, and due to the steady increase in the degree of large-scale operation, new requirements have been put forward for the use of agricultural land for production and auxiliary facilities.From the perspective of cultivated land red line, ecological red line and food security bottom line, this paper analyzes the problems in the implementation of policies for facility agricultural land of new agricultural business entities. The literature analysis method and the field investigation method were used to analyze the problems that arose in the implementation of the agricultural land policy of the facilities and the new agricultural business entities in the H district of Anhui Province as the survey object.The results show that in the practical application of facility agricultural land, there are problems such as imbalance between supply and demand of land, scattered layout, unclear standards and lack of supervision. Put forward relevant suggestions and countermeasures for the problems, including overall guidance, differentiated management, good land use supervision, and expand cooperation, so as to effectively ensure the agricultural management needs of new agricultural business entities and enhance their business capabilities under the premise of following the relevant systems.
