摘　　要：当前,我国国家实验室建设工作稳步推进,建立科学有效的国家实验室评估机制对完善国家实验室管理、引导国家实验室的建设和运行具有重要意义。分析美国能源部科学办公室对其下辖国家实验室管理运营承包商的评估经验,探讨美国国家实验室评估的组织架构、指标体系、方法和流程。美国国家实验室评估具有多类别评估主体、分层级评估指标,能够有效结合对实验室的监督与评估,充分发挥显著成果对评估结果的决定性作用,以及全面实现基于绩效的评估和管理4条有益经验,对我国建设国家实验室评估机制具有重要启示。China’s national laboratory construction is steadily promoting at present. Establishing a scientific and effective appraisal mechanism is greatly important to improve the management and guide the construction and operation of the national laboratory.This paper studies the national laboratory performance appraisal experience of U.S. DOE’sOffice of Science to the M&O contractors, learns the organization structure, the indicator system and the method and process of the national laboratory appraisal. It concludes that the U.S. appraisal of national laboratory has four useful experiences: multi-category performance evaluation subjects, hierarchical evaluation indicators, effective combination of laboratory supervision and appraisal, the decisive role of notable outcomes in the appraisal results, and the comprehensive realization of performance-based appraisal and management, which has important implication for the construction of national laboratory appraisal mechanism in China.
