摘 要:目的:分析各省卫生资源配置效率,为我国区域卫生规划和资源优化配置提供参考。方法:采用网络DEA模型,分析2015—2019年各省卫生资源配置效率,对2019年卫生资源配置非有效省份进行改进值分析。结果:2015—2019年各省卫生资源配置效率总体上升,但省域间差异明显;2019年非有效省份多达23个,应调整卫生人力物力资源总量,同时近一半省份需减少卫生支出。结论:政府对卫生资源配置和医疗服务产出效率应进行双重管理,对卫生资源配置非有效省份要因地制宜制定改进策略,完善相关政策。Objective To analyze the efficiency of health resource allocation in each province, and to provide reference for regional health planning and optimal allocation of resources in China. Methods The network DEA model was used to analyze the efficiency of health resource allocation in each province from 2015 to 2019, and the improvement value of the provinces with ineffective health resource allocation in 2019 was analyzed. Results From 2015 to 2019, the efficiency of health resource allocation in all provinces increased overall, but there were significant differences among provinces. In 2019, there were as many as 23 provinces with ineffective health resource allocation.The total amount of health human and material resources should be adjusted, and nearly half of the provinces needed to reduce health expenditure. Conclusion The government should carry out dual management on the allocation of health resources and the efficiency of medical service output, and formulate improvement strategies and improve relevant policies for the provinces with ineffective health resource allocation according to local conditions.
