我国欠发达地区卫生资源配置公平性分析

摘　　要：目的:分析2012—2020年我国欠发达地区卫生资源的公平性,预测发展趋势,助推欠发达地区卫生资源实现高质量发展。方法:运用卫生资源集聚度计算卫生资源配置的地理公平性和人口公平性,采用泰尔指数分析卫生资源配置的区域间和区域内公平性,采用灰色预测模型预测卫生资源配置公平性发展趋势。结果:我国欠发达地区卫生资源公平性逐步提高,但区域间和区域内卫生资源配置差异显著:中收入地区和低收入地区卫生资源配置相对不足,高收入地区卫生资源相对过剩;区域内卫生资源配置差异分化突出,组内和组间差异并存;按地理面积配置的卫生资源公平性亟需提高。结论:缩小区域内与区域间卫生资源配置差距,实现差异化发展;卫生资源配置兼顾地理和人口因素,提高公平性。Objective To analyze the equity of health resources in underdeveloped areas from 2012 to 2020,to predict the development trend of the equity of health resources allocation,and to promote the high-quality development of health resources in underdeveloped areas.Methods The geographic equity and population equity of health resource allocation in underdeveloped areas were calculated by using the concentration degree of health resources.The inter-regional and intra-regional equity of health resource allocation in underdeveloped areas were analyzed by Theil index.The grey prediction model was used to predict the development trend of the equity in health resource allocation.Results The equity of health resources was gradually improved,but there were significant differences in the allocation of health resources between regions and within regions.The allocation of health resources in middle income regions and low income was relatively insufficient according to geographical area or population distribution,and that in high income regions was relatively over-resourced.The differences in the allocation of health resources among provinces were prominent and differences within and between groups coexisted.The equity of health resource allocation was improved slightly,but it needs to be improved urgently according to geographical area.Conclusion In underdeveloped areas,we should narrow the allocation gap between regions and within regions,promote the differentiated development,take into account geographical and demographic factors,and improve the equity of health resource allocation.
