摘　　要：打造简约高效的基层治理是实现基层治理体系现代化的内在要求。国家赋权社会激活基层社会内生力量的意图在多层行动者的行动张力下产生偏差,导致置身一线治理情境中的非正式治理主体因无力调适权威逻辑与基层社会的紧张关系而选择逃离。多层主体行动逻辑的抵牾本质上源于国家治理机制在科层化和社会化之间的摇摆,使融合国家正式治理与乡村内生资源的基层简约治理创新被科层体制外部化。实现基层治理的简约高效必须突破层级化科层节制,重塑内外均衡的治理情境。深入推进组织调适、政党统合、权责耦合与主体激活机制建设,在党的坚强领导下理顺科层体制内部与乡村社会之间的结构性关系,构建国家政权建设与乡村社会自治双向赋能的基层治理体系。Creating simple and efficient grass-roots governance is an inherent requirement for modernizing the grass-roots governance system. The intention of the state-empowered society to activate the endogenous power of grass-roots society is biased by the tension between the actions of multiple layers of actors, resulting in informal governance subjects in front-line governance situations choosing to flee due to their inability to reconcile the tension between the logic of authority and grass-roots society. The contradiction in the logic of action of multi-layered subjects essentially stems from the oscillation of the state governance mechanism between cascading and socialization, so that the grass-roots parsimonious governance innovation, which integrates formal state governance and endogenous village resources, is externalized by the cascading system. To achieve the simplicity and efficiency of grass-roots governance, it is necessary to break through the hierarchical sectional restraint and reshape the internal and external balance of the governance situation. Through in-depth promotion of organizational adaptation, political party unification, power-responsibility coupling and subject activation mechanisms, the structural relationship between the internal section system and rural society is rationalized under the strong leadership of the Party, and a two-way empowering grass-roots governance system is built between state power building and rural social autonomy.
