社区应急治理“情境—策略”视角的组织行动及路径研究

摘　　要：在应急事件治理过程中,基层亟须在压实社区责任的同时激活社区的主体能动性,策略性应对不同阶段社区应急面临的情境,推动应急“事件演进轴”和“治理跟进轴”的适契性。“情境-策略”分析视角明确社区应急非常态扩散的被动应急、线性演化的能动应急及稳态运行的常态应急的过程节点及阶段特征。社区需要依据主体自组织水平和应急能力差异性,采取过程性调适机制,有效匹配社区内外部情境和行动策略的契合关系,推进社区应急情境转换的场景调适机制,建构社区应急阶段跃迁的策略实施机制,培育社区应急复合界面的整合链接机制,提升社区应急治理效能。In the process of emergency management, it is urgent for the grass-roots to consolidate community responsibilities and activate the community’s principal initiative, respond strategically to the situational characteristics of community emergency at different stages, and promote the suitability of emergency “event evolution axis” and “governance follow-up axis”. From the perspective of “situation-strategy” analysis, the process nodes and stage characteristics of passive emergency response with abnormal diffusion, active emergency response with linear evolution and normal emergency response with steady-state operation were further clarified. Therefore, the community needs to adopt a process adaptation mechanism according to the difference of the subject’s self-organization level and emergency response ability, effectively match the relationship between the community’s internal and external situations and action strategies, and promote the scene adaptation mechanism of the community emergency situation transformation. Constructing the strategy implementation mechanism of community emergency phase transition and cultivating the integrated link mechanism of community emergency complex interface can further improve the effectiveness of community emergency governance.
