重庆市开州区育龄人口生育意愿调研

摘　　要：根据重庆市开州区历次普查数据,并结合问卷调查来探讨在全面三孩政策下开州区居民的生育意愿及其影响因素。调查结果显示:目前开州区育龄妇女生育率降低、出生人口持续减少、人口出生率下降;开州区育龄人口的生育意愿与年龄增长、家庭收入呈正相关、与受教育程度呈负相关,农村居民生育意愿高于城镇居民,其生育意愿受到生育成本、养育成本以及生育政策的影响。加强顶层设计,营造良好的生育环境;避免“生育惩罚”,保护女性合法权益,降低生育教育成本,强化生育实质性支持力度;补齐“幼有所育”短板,大力发展婴幼儿照护服务,是改善重庆市开州区育龄人口生育意愿、促进区域人口长期均衡发展的有效途径。According to the census data of Kaizhou District of Chongqing and the questionnaire survey,this paper discusses the fertility intention of residents in Kaizhou District under the universal three-child policy and its influencing factors.The results of the investigation show that the fertility rate of women of childbearing age in Kaizhou District decreases,the number of births continues to decrease,and the birth rate declines.The fertility intention of the childbearing population in Kaizhou District is positively correlated with age growth,family income,and negatively correlated with education level.The fertility intention of rural residents is higher than urban ones.Their fertility willingness is affected by the cost of birth and bring up,and the fertility policy.Strengthening top-level design,creating good fertility environment;avoiding“fertility punishment”,protecting women’s legitimate rights and interests,reducing fertility education cost,strengthening fertility substantiality support;making up the disadvantages of“bringing up”,greatly developing infant care services are the effective path to improve the fertility intention of the population of childbearing age in Kaizhou District,Chongqing City,and promote the long-term and balanced development of regional population.
