颠覆性技术创新管理机制初探

摘　　要：新一轮产业和技术革命方兴未艾,由于颠覆性技术具有重构竞争格局的变革性效果,日益上升为国家战略博弈的制高点,急需国家从颠覆性技术创新的理论研究、战略布局、体制机制改革等方面入手进行系统性顶层设计和部署推进。本文从加强战略统筹、机制体制创新、发挥企业主体作用、创新人才培养等四方面提出管理建议。A new round of industrial and technological revolution is on the rise,because of the reconstructive features of disruptive technologies,rising to the commanding heights of the national strategic competition,urgently request our government to implement the systematic top-level design and deployment from the disruptive technological innovation theory research,strategic layout and mechanism and system reform etc.This paper puts forward management suggestions from four aspects:strengthening strategic overall planning,innovating mechanism and system,giving play to the main role of enterprises and cultivating innovative talents.
