党建引领小区治理的理论逻辑与实践--基于合肥市B区的个案考察

摘　　要：基层治理中,理清“千条线”和找准“动力源”,最终都离不开基层党组织。随着基层治理问题日益小区化,党建引领小区治理成为基层治理的重要发力点。合肥市B区聚焦小区和楼栋等微观单元,在开展“红色领航和美小区”建设过程中,通过党组织整体嵌入、党员个体嵌入、平台机制嵌入等多重形式整合资源,努力推进党组织资源延伸至小区,行政资源整合下沉小区,社会力量协同进驻小区,自治组织力量服务小区,为提升基层治理效能做了有益探索。In the grass-roots governance,clarifying the“thousand lines”and identifying the“power source”are ultimately inseparable from grassroots Party organizations.W ith the problem of grassroots govermnance becoming increasingly community-based,Party construction for leading community govern-ance has become an important focus of the grass-roots governance.District B of Hefei,focusing on micro-units such as residential quarters and buildings,in the process of carrying out the construction of“red pilot and beautiful residential quarters”,integrates resources through multiple forms such as.the overall participation of Party organizations,the individual participation of Party members,and the participation of platform mechanism,and strives to promote the extension of Party organization re-sources to residential quarters,as well as the integration of administrative resources,the coordinated presence of social forces and the service of autonomous organizations for residential quarters.It has made a useful exploration for improving the efficiency of grassroots govemance.
