摘　　要：从社会治安防控体系建设的发展历程看,促进示范城市社会治安防控体系现代化需要不断提高基层治安动员的能力和水平,拓展社会治安共同体的范围。目前,基层治安动员存在制度偏向、机制缺项和群众工作基础不牢固等问题和短板。对此,应该从制度、机制和能力建设等三个层面入手,努力构筑适应现代社会治安防控体系的治安动员新格局,进而织就高密度的社会治安防控网络。From the development history of social security prevention and control system construction,promoting the modernization of demonstration cities’ social security prevention and control system needs to constantly improve the ability and level of grass-roots security mobilization, and expand the scope of social security community. At present, the public security mobilization at the grassroots level has some problems and shortcomings, such as system bias, lack of mechanism and unsolid foundation of mass work. In this regard, we should start from the three levels of system, mechanism and capacity building, and strive to build a new pattern of public security mobilization that fits the modern social public security prevention and control system, so as to build a high-density social public security prevention and control network.
