抗战时期陕甘宁边区的植树造林工作及其历史经验

摘　　要：森林作为陆地生态系统的主体和重要资源,是人类生存发展的重要生态保障,在国家生态安全和经济社会可持续发展中具有基础性、战略性地位和作用。提高森林覆盖率,不仅可以改善生态环境,而且可以产生持续、长久的生态效益,造福子孙万代。抗战时期陕甘宁边区的植树造林工作,是在党中央和边区政府的领导下实施的一项具有战略眼光的重大举措。毛泽东等中央领导高度重视,统筹安排,亲自部署边区的植树造林工作,通过制定和实施植树造林计划、大力倡导植树造林运动、颁发植树造林政策法规、监督检查植树造林议案执行情况、构建完备的植树造林管理体系等一系列扎实有效的举措,使边区的植树造林工作取得了显著成效。边区的植树造林工作不仅有效地改变了边区森林树木缺乏的自然面貌和恶劣的自然环境,而且打破了敌人对边区的经济封锁,克服了边区严重的经济困难,促进了边区的经济社会发展尤其是农业的生产建设。边区植树造林工作的丰富实践,对我们坚持系统思维、治思维以及人民主体思维,推进中国特色社会主义生态文明建设具有重要启示。As the main body and important resource of the land system,forest is an important ecological guarantee for human survival and development,and plays a fundamental and strategic role in national ecological security and sustainable economic and social development.Increasing forest cover not only improves the ecological environment,but also generates sustainable and long-lasting ecological benefits for generations to come.During the period of Counter-Japanese War,the afforestation in the Shaanxi-Gansu-Ningxia border region was a major strategic move under the leadership of the Party Central Committee and the governments of the border region.Mao Zedong and other leaders of the Party Central Committee attached great importance to the overall arrangement and deployment of the afforestation in the border region.Through a series of solid and effective measures such as formulating and implementing afforestation plans,advocating afforestation activities,issuing afforestation policies and regulations,supervising and inspecting the implementation of afforestation proposals,and building a complete afforestation management system,the afforestation in the border region has achieved remarkable results.It has not only improved the harsh natural environment by increasing the trees,but also promoted the economic and social development of the border region,especially the agricultural production.With afforestation,people overcame the the serious economic difficulties there through breaking the enemy's economic blockade.The rich practical experience of afforestation in the border region provides important inspiration for us to adhere to systematic thinking,nomocracy and the supremacy of the people and to promote the construction of socialist ecological civilization with Chinese characteristics.
