摘　　要：新时代黑龙江省全面贯彻习近平同志重要讲话精神,坚定党管人才基本原则,坚持问题导向和目标导向,聚焦龙江人才现状,立足人才发展“四个面向”,各级党组织全方位统筹大国方略与地方协同的人才战略,以马克思主义理论为指导,探索马克思主义的人学逻辑,充分运用“人学”智慧,创造性转化与创新性发展龙江基础产业与优势产业,构建党管人才统领“一个指南”——“两条主线”——“三全育人”——“四重全方位”的人才机制,驱动引领黑龙江省实现全方位振兴。In the new era,Heilongjiang Province comprehensively implements the spirit of the important speech of General Secretary Xi Jinping,adheres to the basic principle of the Party governing talents,adheres to the problem orientation and goal orientation,focuses on the current situation of talents in Heilongjiang,bases itself on the“four orientations”of talent development,and Party organizations at all levels comprehensively plan the talent strategy of the big country strategy and local coordination,takes Marxist theory as the guidance,follows Marxist human science logic,and fully uses the wisdom of“human science”,Creative transformation and innovative development of basic industries and competitive industries in Heilongjiang,building a talent mechanism of“one guide”—“two main lines”—“three all-around education”—“four all-around”under the leadership of the Party,driving and leading Heilongjiang Province to achieve all-round revitalization.
