摘 要:倡议联盟框架提供了长期性政策变迁的一般范式,但对公共突发事件中短期“公众观念”的突变缺乏深层次的阐释。公共突发事件对该框架外部系统与政策子系统具有极大影响,短期内引发“公众观念”的非常规性突变,导致政策子系统的中断与割裂、新联盟成员的非常规重组与占统治地位联盟的突变、政策制定的非常规性考量与政策预期的突变等。以我国省界高速公路收费站拆建政策的非常规变化为例,在倡议联盟框架基础上推演由公共突发事件引起“公众观念”突变的非常规政策变迁三个阶段,包括“公共突发事件的发生与介入”“新信仰联盟的形成”“政策调整与常规变化恢复”等,并提出了基于“公众观念”突变的非常规政策变迁模式。The framework of advocacy coalition provides a general paradigm of long-term policy change, but it lacks a deep explanation for the medium and short-term “public perception” mutation of public emergencies. It is argued that public emergencies have a great impact on the external system and policy subsystem of the framework, and lead to the unconventional “public perception” mutation in the short term, resulting in the interruption and separation of the policy subsystem, the unconventional reorganization of new alliance members and the sudden change of dominant alliance, the unconventional consideration of policy formulation and the mutation of policy expectation. Taking the unconventional changes in the demolition and construction policy of provincial expressway boundary toll stations in China as an example, three stages of unconventional policy changes caused by public emergencies are deduced, including “the occurrence and intervention of public emergencies”, “the formation of new belief alliance” and “policy adjustment and restoration of conventional changes”. Moreover, the unconventional policy change model of “public perception” mutation is put forward.
