乡镇基层林业有害生物测报工作浅析与思考

摘　　要：最近一轮的事业单位机构改革之前,经过长期的努力,建立了完备的林业有害生物监测预报体系和工作机制,事业单位机构改革之后,乡镇林业工作站由原来的县林业局管理划归为乡镇机构,导致县乡两级的林业有害生物监测预报体系被打破,乡镇基层监测调查工作基本缺失,且存在领导意识不强、重视程度不够,工作基础薄弱、测报手段落后,专业人才缺乏、业务素质不高等问题。针对现状,提出利用林长制工作平台,充分发挥“一长两员”(林长、监管员、护林员)作用,并通过加强组织领导、明确测报责任等六个方面措施,建立健全完备的林业有害生物监测预报体系,重拾乡镇基层林业有害生物监测调查工作。Before the latest round of institution reform,through long-term efforts to set up a complete forestry harmful biological monitoring and prediction system and working mechanism,institution reform,the township forestry workstations from county forestry management ranks of township agencies,cause and township levels of forest pest monitoring and prediction system is broken,The basic lack of monitoring and investigation work at the grass-roots level in towns and villages,and there are problems such as weak leadership consciousness,insufficient attention,weak working foundation,backward measurement and reporting means,lack of professional talents,and low professional quality.Aimed at the status quo,put forward by Lin long work platform,give full play to the“two”a long long(Lin,supervisor,the ranger),and by strengthening the organization and leadership,clear put forwards six aspects measures,such as establishing and perfecting the complete system of forestry harmful biological monitoring and prediction,regain the township forestry harmful biological monitoring survey work.
