摘 要:探究地方政府何以跟进中央的机构改革,实现中央和地方机构改革的有机衔接和有序推进,可以有效挖掘我国不同层级政府之间的内在关系和运作逻辑。以我国地方政府跟进中央的海洋机构改革为切入视角,研究发现在统一与自主的双重改革要求下,地方机构改革与中央兼具一致性和差异性,央地呈现职责同构弱化。从不同层级地方政府的改革跟进来看,纵向上省级政府在区域内发挥着样本引领作用,横向上市级政府彼此之间具有协同关系。研究发现了地方政府改革跟进的三重逻辑:层级角色差异原则的践行与体现、委托代理与行政发包的交织融合、双轨渐进与试点先行的并举推进。研究揭示了我国政府体制运作中“集权与分权”的有机平衡、省级政府的角色定位、横向府际的行为默契、地方行为的路径锁定等更为深层的机理。Exploring how local governments follow up the institutional reform of the central government and realize the organic connection and orderly promotion of the institutional reform of the central and local governments can effectively tap the internal relationship and operation logic between government levels in China.From the perspective of China’s local governments following up the central marine institutional reform,it is found that under the dual reform requirements of unity and autonomy,the local institutional reform is consistent and different from the central government,and the central and local governments show the weakening of responsibility isomorphism.From the perspective of the reform of local governments at different levels,vertically,provincial governments play a leading role in the region,and horizontally listed governments have a synergistic relationship with each other.The study found three logics for the follow-up of local government reform:the practice and embodiment of the principle of hierarchical role difference,the interweaving and integration of principal-agent and administrative contracting,and the simultaneous promotion of two track gradual and pilot first.The research reveals the organic balance of“centralization and decentralization”in the operation of China’s government system,the core role of provincial government,the tacit understanding of horizontal intergovernmental behavior,the path locking of local behavior and so on.
