区域开发模式下地下连通道落实机制研究——以科创总部湾项目为例

摘　　要：区域地下空间开发的前提是厘清产权、设计、施工、运维四大界面实施主体。通过分析科创总部湾已有地下空间规划条件,明确片区开发定位及发展目标,结合土地补出让、建设统筹及规划实施平台三大落实机制,分别论述其在推动地下连通道落实过程中的重要作用,并归纳总结了在落实过程中遇到的时间、方向、系统三大维度的难点与痛点,为后续区域开发模式下的地下空间落实提出了有效的措施。The prerequisite of regional underground space development is to clarify the implementing party of property right,design,construction and operation.By analyzing the existing underground space planning conditions of Science and Technology Innovation Headquarters Bay,this paper defines the development orientation and goals,and then combines with three implementation mechanisms of land transfer,construction coordination and planning implementation platform to elaborate their important role in promoting the implementation of underground passage.Finally,it summarizes the difficulties and pain points encountered in the implementation process of time,direction and system and provides positive measures for the implementation of underground space under the pattern of subsequent regional development.
