摘　　要：为全面落实粮食安全党政同责,要完善粮食安全责任制考核,坚持守正创新、与时俱进、深化改革促进发展,解决粮食质量安全监测机构功能弱化的问题,并按照“机构成网络、监测全覆盖、监管无盲区”的工作方针,实现国家健全各级粮食质量安全检验监测体系的目标。结合大连市粮食行政管理部门和各级粮食质量检验监测机构职能职责,探索新模式,通过联盟共享人、财、物,联合作战,补齐短板,主动作为,拓宽服务领域,提高服务质量,切实保障地区粮食和物资储备安全,进一步守牢粮食质量安全底线,特建立粮食质量检验监测联盟工作机制。In order to fully implement the joint responsibility of the Party and the government for food security,it is necessary to improve the assessment of food security responsibility system,adhere to innovation,keep pace with the times,deepen reform and promote development,address the problem of weakening the function of food quality and safety monitoring institutions,and achieve the national goal of improving the food quality and safety inspection and monitoring system at all levels in accordance with the work policy of“establishing a network of institutions,covering all monitoring areas,and no blind spots in supervision”.Combined with the functions and responsibilities of the food administration department of Dalian and the food quality inspection and monitoring institutions at all levels,explore a new model,through alliance sharing human,financial and material,joint operations,complement the weak areas,take the initiative,expand the service field,improve the service quality,effectively guarantee the security of regional food and material reserves,and further hold the bottom line of food quality and safety.The working mechanism of the grain quality inspection and monitoring alliance has been established.
