全过程人民民主对西方民主话语霸权的批判与超越

摘　　要：着眼于中华民族伟大复兴的战略全局和世界百年未有之大变局,全过程人民民主话语的出场,是应对西方民主挑战,回答国际民主话语权争夺之问的必然之举。作为一种全新的民主话语叙事,全过程人民民主跳出西方民主话语框架,开启了具有里程碑意义的民主话语叙事新变革。比较分析西方自由民主话语与全过程人民民主话语,可以看到中国式民主话语的价值优势,看到全过程人民民主本质、效能、包容性方面的比较优势。批判西方民主话语霸权,跳出西方民主话语霸权围猎,向国际社会阐释和维护中国民主主张,提升民主话语权,是当前全过程人民民主话语必须直面的问题。With a view to the overall strategic situation of the great rejuvenation of the Chinese nation and the unprecedented changes in the world over the past hundred years,the emergence of the discourse of people’s democracy on full process is an inevitable move to meet the challenges of Western democracy andanswer the question of international struggle for democratic discourse.As a new narrative of democratic discourse,people’s democracy on fullprocess has broken away from the framework of Western democratic discourse and initiated a landmark change in the narrative of human democraticdiscourse.Full-process people’s democracy has to face up to the following issue,such as comparing and analysing of the Western liberal democraticdiscourse and the discourse of people’s democracy on full process;unveiling the value advantages of the Chinese democratic discourse and thecomparative advantages of full-process people’s democracy in terms of its essence,efficiency and inclusiveness;criticising the hegemony of theWestern democratic discourse,and breaking away from the hegemony of the Western democratic discourse;explaining and defending China’s democratic propositions to the international community,and enhancing our democratic discourse.
