结构性整合:市域治理现代化背景下社会矛盾有效化解的一种解释框架

摘　　要：相较于省域、县域而言,市域是化解社会矛盾风险最有效的治理层级。既有研究未能在如何实现治理合力,更好地发挥市域社会治理整合功能等问题上形成学理性解释。在政治系统论基础上,建立结构性整合的分析框架,结构性整合主要体现在主体结构、规范结构和行动结构三个方面。通过对A市的社会治理案例发现,社会矛盾的有效化解与结构性整合三大要素紧密相关,并且三要素之间并不是独立的,而是相互联系、共同作用以实现有效治理。主体、行动以及规范结构共同推动了矛盾化解的过程精治、源头防治以及整个过程的监督问责,确保了社会矛盾的有效化解。由于这种“结构性”,市域成为化解矛盾纠纷的有效层级,也是社会治理中最关键的治理层级。在社会治理中,应进一步发挥市域治理的结构性整合,加大对资源的整合力度,加强源头治理和过程治理的精准精细。Compared with provincial and county governance,municipal governance is the most effective governance level to resolve social conflict risks.The existing researches are not efficient to form scientific explanations on how to realize the governance force and give better play to the integration function of municipal social governance.The paper proposes an analytical framework of structural integration in three aspects:the main body structure,the normative structure and the action structure.By analyzing the social governance in A city,the research found that the effective resolution of social contradictions is closely related to the three elements of structural integration.The three elements are not independent,but interrelated,and work together to achieve effective governance.The main body,action and normative structures jointly promote the process of resolving contradictions,the source prevention and the supervision and accountability of the whole process,and ensure the effective resolution of social contradictions.Because of the“structure”,the city has achieved an effective level to resolve conflicts and disputes and is also the most critical level of social governance.In social governance,we should further give play to the structural integration of municipal governance,increase the integration of resources,and strengthen the precision of source governance and process governance.
